一、摘要: 根據英國「2010至2015 政府政策：氣候變遷調適」，自2008年英國通過氣候變遷法以來，國家針對氣候變遷分配予各政府部門、組織及社會一連串的減緩與調適行動，從授予內閣大臣進行與彙整調適報告的權力（Adaptation Reporting Power, ARP），要求負責英國能源、交通及供水部門之全國性基礎設施服務的各組織展開調適評估工作並提出報告，鼓勵重點組織進行氣候風險評估與調適，作為基礎，統整各個部門風險內容的氣候變遷風險評估計畫（The UK Climate Change Risk Assessment, CCRA），以及釐清英國政府、企業界與社會各界應該採取那些行動方能準備就緒以因應氣候變遷的「國家調適計畫」（National Adaptation Programme, NAP）。 在氣候變遷相關之科學計畫的支援下，第一階段的CCRA與NAP已分別於2012與2013年提出第一份成果報告，條列式說明每項氣候因子對英國的衝擊情形，以及針對各領域面對氣候衝擊的分析結果，能源方面，電力輸配公司已開始採取全面性策略以提高輸電網路之氣候韌性。根據英國政策，應以每五年為一輪滾動式檢討氣候變遷衝擊與調適策略並出版CCRA與NAP報告。因此，第二階段氣候變遷評估於2014年展開，各組織及公司之ARP報告多數已於2015年及2016年提交，但尚缺少輸配電的部分。英國政府原擬於2016年收集並彙整這些報告，於2017與2018年出版第二版之CCRA與NAP報告，但日前已先提出CCRA中的Evidence Report。 在第一輪之ARP報告中，各公司已依 Defra之指引（Statutory Guidance: Adapting to Climate Change: helping key sectors to adapt to climate change）及方法學，辨識描述現況及近未來可能的風險，並研擬調適措施，依急迫性陸續開始進行調適行動；針對淹水風險則另有計畫訂定標準以加強設施之韌性。本報告參考截至2016年7月為止，電力傳輸與分配相關組織及公司已提交之第二版氣候變遷風險評估及調適報告，包括： • ENA Engineering Report 3 - Climate Change Adaptation Reporting Power-Second Round, Issue 1, 2015, Energy Networks Association (ENA), April 2015 • Climate Change Adaptation: Report to contribute information to the second round Climate Change Risk Assessment, UK Power Networks, April 2015 • Adaptation to Climate Change, Second Round Report, Western Power Distribution, May 2015 • Climate Change Adaptation Report, Round 2 Update, SP Energy Networks, June 2015 • Second Round of Climate Change Adaptation Reporting, Electricity North West, June 2015 • Adapting to Climate Change, Executive Summary, Northern Power Grid, June 2015 • Climate Change Adaptation Report Second Round, Scottish and Southern Energy Power Distribution, July 2015 等電力輸送、分配及電網公司之調適策略及成果，主要內容為各公司對第一輪提出的報告中所辨識出的風險與所採取的措施進一步追踪檢討並修正，包括： • 更新第一輪報告中辨識出的風險之最新情形，並評估現今這些風險對自身輸電網絡的影響； • 評估第一輪報告內所列出之提高氣候韌性之行動至今的影響； • 描述自第一輪報告後可能出現的任何風險資訊及其不確定性。 二、參考資料: 1. 2010-2015英國政府氣候變遷調適政策2010 to 2015 government policy: climate change adaptation https://www.gov.uk/government/publications/2010-to-2015-government-policy-climate-change-adaptation 2. 英國氣候變遷法UK Climate Change Act 2008：http://www.legislation.gov.uk/ukpga/2008/27/contents 3. 調適報告權Adaptation Reporting Power, ARP https://www.gov.uk/government/publications/adapting-to-climate-change-2013-strategy-for-exercising-the-adaptation-reporting-power 4.
